Conclusion

This study examined some of the ways this prime real estate was utilized throughout its history. One is led to the conclusion that, starting with the construction of the naval base, this area has not been properly utilized in the national interest. Chaguaramas, especially in the Tucker Valley has the potential to provide most of the food supply for this country, consequently reducing our huge import food bill.

The plans of the C.D.A as expressed in their strategic Plan 1995-2000, have the potential for once more excluding locals from its easily accessible beaches. The emphasis appears to be on encouraging large scale tourism. With large scale tourism comes exclusive beaches, service industries and international crime. This is not what Dr. Williams envisaged when he led the struggle to get Chaguaramas back from the Americans.

It is my belief that Chaguaramas was better as it was before the advent of the Americans, when it was used mainly for agricultural purposes. Of course a heavy black cloud lies over the C.D.A.'s plans, with the impending appeal of the Chaguaramas Protection Committee. They have filed a claim against the state for the return of, or adequate compensation for, the lands. They are claiming the sum of one billion dollars United States currency as compensation. Their argument is that as heirs to the original owners who have not been properly compensated, the present especially the C.D.A.,are their tenants and should be paying rents to them.
